OLD LYME WATER POLLUTION CONTROL AUTHORITY
REGULAR MEETING
THURSDAY, January 18, 2007


The Old Lyme Water Pollution Control Authority met on Thursday, January 18, 2007 at 7:30 p.m. at the Old Lyme Memorial Town Hall.  Those present and voting were Tom Risom (Chairman), George James, Mervin Roberts, Dimitry Tolchinsky, Joe O’Connor, Mike Dickey, Aimee Eberly and Louisa Grogan.  Also present was Ron Rose, Sanitarian, and Dave McCulloch (Inland Wetlands Commission).

Chairman Risom called the meeting to order at 7:33 p.m.    

Election of Officers

A motion was made by Dimitry Tolchinsky, seconded by Joe O’Connor and voted unanimously to keep the current slate of Officers for 2007.

2007 Meeting Schedule

A motion was made by Louisa Grogan, seconded by Joe O’Connor and voted unanimously to approve the 2007 Meeting Schedule.

Town Playing Fields – Dave McCulloch

Mr. McCulloch stated that when the last playing fields were constructed, the Inland Wetlands Commission put a stipulation on their approval that the WPCA would have to approve a list of pesticides to be used on the fields.  He noted that the Town did not provide the list to the WPCA.

Mr. McCulloch stated that he would like to ask the Town, as part of their new application to construct playing fields, to come to the WPCA with a list of pesticides to be used on the fields.  

Mr. McCulloch stated that Town’s are only able to ban pesticide use on Town-owned land.  They cannot make a general ruling for all properties in Town.  Mr. James stated that Cheshire, Granby, Essex and Plainville have all banned pesticides on Town properties.  Chairman Risom stated that he will write a letter to the Town requesting a report on the pesticides they plan to use on school and town properties this coming year  Chairman Risom asked Mr. James to get a copy of these other Towns’ ordinances that enacted the pesticide ban.

Mr. James explained that going organic is cheaper in the long-term and there will be less mowing.  He noted that it will also have a lot to do with the type of grass that is planted.  Mr. James stated that pesticide use affects both children and animals.

Four Ponds Subdivision

Chairman Risom noted that no one was present to represent Four Ponds Subdivision.  Mr. Roberts stated that this system has failed 48 percent of the time.  He indicated that this should be brought to Four Ponds attention on the record.  Mr. James stated that Mr. Flower has a record of the maintenance of the system at the high school.  Chairman Risom stated that all the WPCA can address is how they are going to guarantee that the system will be maintained.

Point O’ Woods WPCA – Mr. Callahan

Mr. Callahan was not present.

Chairman’s Report

Chairman Risom stated that Gary Yuknat has received Zoning Commission approval to put a building on his property in which he is putting a press.  Mr. Roberts noted that a dry material would be cheaper to truck.  Chairman Risom noted that many landfills can still take this.

Chairman Risom indicated that only one person has indicated that they will be appealing, a William Thompson on Hillcrest.  He noted that the WPCA now has an appeal board.  

Chairman Risom distributed correspondence.

Treasurer’s Report

Chairman Risom noted that the First Selectman moved all testing monies to the Health Department Budget.  Ms. Grogan stated that they currently have approximately $9,000.00 left in the budget.  She noted that if the $10,000.00 paid out for testing is returned, they will have $19,000.00.  Ms. Grogan reviewed the proposed 2007/2008 budget.


A motion was made by Dimitry Tolchinsky, seconded by George James and voted unanimously to forward the proposed budget for 2007/2008 to the Board of Finance for approval.

Minutes

A motion was made by Joe O’Connor, seconded by Mervin Roberts and voted unanimously to approve the minutes of the November 30, 2006 Special Meeting as corrected.

At  8:40 p.m., Mr. Tolchinsky made a motion to adjourn.  Mr. Roberts seconded; so voted unanimously.
